The `taxable` flag is a boolean on every variant. When true, Shopify applies the store's tax rules at checkout; when false, the item is treated as tax-exempt regardless of the customer's location. Gift cards, digital goods sold to certain regions and specific exempt product categories are the usual reasons to disable it. Bulk-toggling taxable without a compliance review is one of the fastest ways to under-collect tax on thousands of orders.
